In short:

  1. After moving, the holder has 1 month to change the address on their vehicle registration, or a fine of €135 applies.
  2. On the France Titres website, the first 3 changes are free and give a sticker to put on the certificate; at the 4th, a new certificate is issued.
  3. With an authorised professional, the service is charged at a published price: €44.90 including VAT at Cartegrise.com.
  4. Cartegrise.com, authorised since 2009 (authorisation 9744, approval 14871), accepts the process with or without FranceConnect.

The boxes are down, the internet is connected, and the list of addresses to update keeps growing: bank, insurance, taxes, and the vehicle registration. That last one is often forgotten, even though it is mandatory and comes with a short deadline. So what are the best sites for changing the address on a French vehicle registration?

The process is free on the government website in most cases. Authorised professionals offer support, useful when logging in fails or the file is not a simple one. This ranking compares five providers on five verifiable criteria.

What the rules say about a change of address

Service-public.fr fact sheet F12118 sets out three points:

  • the holder has 1 month to declare their new address, or face a 4th class offence of €135;
  • the process is done online or with an authorised professional;
  • its consequences depend on the plate format and the number of changes already made.
Registration format1st to 3rd change4th change and beyond
AA-123-AA (SIV)Sticker to put on the registration certificateNew registration certificate
123 AB 01 (old format)New registration certificate, new numberNew registration certificate

For a vehicle in the old format, the first change of address therefore allocates a number in the SIV format, and new plates become necessary: our ranking of sites for ordering a French number plate compares them.

The detailed ranking

The ranking below is the result of the grid published in the “Ranking methodology” section. Each provider is presented by its strengths and the holder profile it suits.

1. Cartegrise.com

Cartegrise.com has been authorised by the state since 15 April 2009 (prefecture authorisation 9744, French Treasury approval 14871) and publishes the price of the change of address in its terms of sale: €44.90 including VAT. The process can be done with or without FranceConnect.

Its dedicated page details the documents to gather, including proof of address less than 6 months old, and explains when the process remains free, with the sticker sent by post for a registration certificate in the SIV format. The documents specific to the file are then confirmed by email after ordering.

Ideal for: a holder who wants to know exactly what to provide and to do the process without FranceConnect.

2. eplaque.fr

eplaque.fr publishes its authorisations 18621 and 26579, states that it has been active since 2009 and lists the change of address from €19.90 on its page, with a price of €25.90 including VAT in its terms of sale. The process is fully online, with electronic signature of the Cerfa forms.

The page lists the documents to provide: copy of the registration certificate, proof of identity, driving licence, proof of address less than 6 months old and proof of insurance. It also covers the case of a tenancy agreement provided before moving in.

Ideal for: a holder who wants to sign everything online, without printing any form.

3. cartegriseminute.fr and carte-grise.org

These two sites are published by the same company, DBA (authorisation 15119, approval 21599), and have offered online registration since 2009. Their change of address page publishes a detailed list of documents to provide, with special cases: a person living with someone else, a foreign passport, proof of address in the host’s name.

Ideal for: a holder whose situation is not a simple one, such as being hosted or having an address abroad.

4. Tied - declaration-cession.fr and portail-cartegrise.fr

These two sites are published by the same company, Formalité Auto, and assessed together. portail-cartegrise.fr states that the process works without a confidential code or FranceConnect, and its page explains the rules on free changes, the fines and the documents to provide, including the certificate of accommodation, with a free template.

Ideal for: a holder who has neither a confidential code nor a FranceConnect account.

4. Tied - guichetcartegrise.com

guichetcartegrise.com publishes its authorisation 212900 and approval 52480. Its change of address page offers a FranceConnect login, explains the sticker system for the registration certificate and details the penalties for forgetting.

Ideal for: a holder who already uses FranceConnect and wants a guided process.

When the official route is enough

For a vehicle in the AA-123-AA format, the France Titres website remains the simplest and cheapest route: the process is free up to the 3rd change, whereas other procedures involve the regional tax, explained in our ranking of carte grise cost simulators. It suits a holder who has their login details (FranceConnect, France Identité or a France Titres account) and proof of address in their name.

An authorised professional takes over in three situations: login impossible, covered in our guide on vehicle registration without FranceConnect; a confidential code that cannot be found, covered in our article on the confidential code of the French registration certificate; or a specific file, such as a vehicle on long-term lease.

The documents to prepare

Before starting, it is best to gather:

  1. the current registration certificate, or a copy;
  2. the holder’s proof of identity and driving licence;
  3. proof of address less than 6 months old, in the holder’s name;
  4. for a person living with someone else, a certificate of accommodation and the host’s proof of address.

Once the process is approved, the sticker arrives by post: it goes on the registration certificate, in the space provided. For a vehicle in the old format or at the 4th change, a new certificate is sent instead.

Ranking methodology

This ranking compares professionals authorised by the Ministry of the Interior that offer the online change of address on the vehicle registration in France. Each provider is assessed on five criteria, all measurable from a public source: its process page, its terms of sale and its legal notice. Two pairs of sites are published by the same company and are assessed together: cartegriseminute.fr and carte-grise.org (DBA), declaration-cession.fr and portail-cartegrise.fr (Formalité Auto).

This ranking compares five authorised providers on five public criteria. Cartegrise.com and eplaque.fr meet all 5: published authorisation numbers, published change of address fees, process possible without mandatory FranceConnect, published list of documents and activity since 2009. cartegriseminute.fr and carte-grise.org meet 3, and declaration-cession.fr and portail-cartegrise.fr as well as guichetcartegrise.com meet 2. The process remains free on the France Titres website in most cases.
How long do you have to change the address on your vehicle registration?
One month after moving, according to service-public.fr fact sheet F12118. After that, the holder risks a 4th class offence, with a fixed fine of €135. The process is done online, on the France Titres website or with an authorised professional.
Is changing the address on a vehicle registration free?
On the France Titres website, the first three address changes on a certificate in the AA-123-AA format are free: a sticker is sent to put on the registration certificate. At the fourth change, a new certificate is issued, with the €2.76 delivery fee. With an authorised professional, a service fee is added: €44.90 including VAT at Cartegrise.com on 2 November 2026.
Do you need a new registration certificate after moving?
Not always. According to service-public.fr fact sheet F12118, for a vehicle registered in the AA-123-AA format, the first three address changes give a sticker to put on the current certificate. A new certificate is issued at the fourth change, and from the first change for a vehicle still in the old 123 AB 01 format.
Which documents are needed to change the address on a vehicle registration?
Authorised sites usually ask for a copy of the current registration certificate, proof of identity, the driving licence and proof of address less than 6 months old, in the holder’s name. A person living with someone else provides a certificate of accommodation and the host’s proof of address. Cartegrise.com, eplaque.fr and cartegriseminute.fr publish this list on their process page.

How our rankings are established

Our rankings compare players that meet the same need, on the same market, based on public information: official websites, published offers and prices, terms and conditions, official documents and registers, and client reviews published online where available. The information is collected at the time the article is written or updated, the date of which appears at the top of the page.

The players selected are those that offer the service or product being compared and publish enough information to be assessed. Our rankings do not claim to be exhaustive. Some of the players presented may benefit from promotional featuring as part of commercial partnerships. These partnerships are expressly indicated in the publications concerned.

Each player is assessed against the same criteria: the scope of the offer and how well it matches the need, the verifiable characteristics of the service or product, price and terms where published, the support provided, the transparency of the information provided and, where they exist, client reviews published on third-party platforms. Each criterion is scored on the basis of information published by the player itself or by its clients, and the position in the ranking follows from the overall score obtained. When the editorial team could not find the information needed to score a criterion, it is marked N.A (not applicable, as the data was not found by the editorial team) and scores no points. A summary table presents the main criteria used and the assessment results for each company.
